It's almost certainly a configuration, networking or hardware problem
with the Windows client. Divide the Windows clients into a group exhibiting
this symptom, and a group working properly. Exploit the differences. Areas
ripe for comparison are the following:

Network setup, tcp/ip properties, IP address tab

Network setup, tcp/ip properties, Wins configuration

Network setup, tcp/ip properties, DNS configuration

Network setup, identification tab, workgroup name

Client machine NIC card (try pinging the client from the client)

Client machine network wiring to the hub
If nothing is obvious, you'll need to get off road and make your own diagnostic
