High visibility yellow on black.

Light cyan ("rgb:99/ff/99") on black.
That old standby, white on black.
NOTE: To make any of these colors more readable, experiment with appending the string "bold", without the quotes, to the font specification (for instance, 7x14bold). In many, but not all cases, this makes your menu much more readable at a given size.
Another old standby, bold black on white. This works very well on projectors and large TVs during presentations.
Bold darkred on white is both readable and attention grabbing.
Bold darkblue on white is sometimes useful.
White and black backgrounds are certainly the easiest and most visible. Sometimes you might want other backgrounds, especially if they convey a sense of "danger" or "watch out", or if they just give context info.
Nothing says "danger" like red, and this dark red (#440000) background with bold white lettering is both shockingly different and very readable.
A close relative of the bold white on dark red, this lightcyan on dark red (#440000) seems to have more of a diamond edge.
Yellow and blue always seem to work well together. This is lightyellow on dark blue (#000066).
Font size 7x13: Save vertical space, with decent readability.
Font size 6x12: Small, crisp, clear. If it's your personal computer and you have 20/20 vision, this is what you want.
There are also sizes for the visually challenged. Consider 8x16, 10x20, and 12x24. Unfortunately none of them has a crisp, readable font, but at least 12x24 is huge enough for most eyes.
